What are the rules/safety about phone calls.  A guy I am interested in emailed me his phone number to call him. Hmmmm, not sure what to do....please advise.....

It's OK to call him, just don't give him your home phone number at first -- or very much information at all.  You should get to know each other before you give out your number.

Sounds like he has no problem with it, but if I were you, I would be more careful.  Give him your  cell phone number instead of a home phone number.
 
How about this?  Go to http://www.google.com/talk/ and download the talk software.  You'll need a speaker or headphones, but you can talk through the computer! 
 
I just did a trade show this way sitting at home on my computer (ya!  lucky me, no bar fun, no hotel fun, naada!).
